The Defence Export Unit (DEU) has been created with the role of enhancing Australian defence industry sector exports of defence and security related goods and services through the reinforcement of a whole of government approach to facilitating defence exports from Australia. The DEU is an Australian government initiative announced in the Defence and Industry Policy Statement 2007 issued by the Minister of Defence in March 2007.

Export Finance Navigator is an online tool to help Australian small and medium-sized enterprises (SMEs) which are exporting or investing overseas to understand the export finance options that are available to them.

Export Finance Navigator helps cut through the confusion about how finance fits in the export journey. The tool divides the export journey into six key stages: preparing for export, finding markets, winning contracts, financing production, getting paid and expanding overseas.

At each stage, Export Finance Navigator identifies the export finance challenges a business may face and provides information about solutions to those challenges. As well as outlining the financial tools available from commercial institutions such as banks and insurers, Export Finance Navigator summarises the grants and tax concessions provided by federal, state and territory governments to assist current and potential exporters. The website then directs exporters to the websites of the commercial institutions and government organisations for more information.

Navigator is an independent source of information and is sponsored by Export Finance and Insurance Corporation (EFIC), the Australian Government’s export credit agency.

Exportise was formed in 1977 as specialist consultants in export incentives and is the market leader, both in terms of clientele and value of claims processed. IP Australia administers legislation that governs four types of IP rights including:
• Patents
• Trade Marks
• Designs
• Plant Breeder's Rights

We receive and process patent, trade mark, designs and plant breeder's rights applications, conduct hearings and decide on disputed matters relating to granting or refusing Australian IP rights. Our customers are individuals and businesses in Australia and overseas.

IP Australia maintains the registers of patents, designs, trade marks and plant breeder's rights and regularly produce journals detailing new applications and registrations. Australia is a member of the Patent Cooperation Treaty (PCT). This standardises the process for customers who apply for patents in countries that are members of the PCT.

We work with professional bodies, business groups and government to ensure the effectiveness of Australia's IP system, and hold regular meetings with our national stakeholder groups. We also work with IP offices in other countries and with international and regional organisations to enhance Australia's role in developing IP systems and processes around the world.

The Department of Defence is responsible for administering controls on the export of defence and dual-use goods, and the granting of authorisations to export, in the form of permits and licenses. Within Defence, this role is done by the Defence Export Control Office (DECO).

DECO’s ROLE


If you require a permit or license to export your defence or dual-use item, you will require DECO’s assistance. DECO is the area for exporters to contact to seek export permits or licenses and obtain information on whether or not their goods are controlled. DECO also;

• provides advice on the control status of goods;
• authorises end-user and non-transfer certificates for the import of controlled defence and dual-use goods;
• provides assistance with re-transfer approvals for foreign-sourced defence items;
• delivers an outreach program that assists exporters in meeting their obligations under the relevant regulations and legislation; monitors compliance with export controls and undertakes preliminary investigations in relation to non-compliance of those obligations; and;
• contributes to Australia’s international efforts to prevent the proliferation of weapons of mass destruction through participation in multilateral non-proliferation and export control regimes


The export of goods and technologies designed or adapted for use by armed forces, or that can be used in the production of defence related goods and services are subject to control under the Customs (Prohibited Export) Regulations, Regulation 13E.

All items subject to control are listed in the Defence and Strategic Goods List (DSGL). Defence is also responsible for administering the Weapons of Mass Destruction (Prevention of Proliferation) Act 1995 which covers the export of goods, technologies and services that could be used in a WMD program, that are not listed elsewhere under the Customs regulations.

OUTREACH PROGRAM

The Outreach program that DECO undertakes aims to educate exporters to enable them to meet their export control obligations. It also aims to raise awareness of the methods employed by some states and terrorist groups to obtain controlled goods. DECO Outreach provides training on export controls, produces brochures containing relevant information and publishes a newsletter. Export control information packs are also available from DECO.
